About Us

Community Evaluation Solutions is a woman-owned firm based just outside of Atlanta in Alpharetta, Georgia. Founded in 2004, we provide program development and evaluation services throughout Georgia and the United States. We work with nonprofit organizations and public health agencies in many areas including substance abuse prevention, education, after-school programs, violence prevention, and public health among others. We use a participatory approach and see our clients as essential partners. We help clients navigate what can be an intimidating process and help them tell their program’s story.

CES, Inc. is a highly-esteemed social science research company offering leadership on social matters. We are known for being enthusiastic about our client’s passions. Our goals are achieved through partnerships with our clients and by putting relationships before business. We seek to build both program and evaluation capacity for our clients in order to help them meet their goals on social change. We strongly believe this is best accomplished through a dynamic process of program design, program development, program evaluation and data management.

Meet the Team

Ann Price

Ann Price is President of Community Evaluation Solutions, Inc and has over 20 years experience in both treatment and prevention. She has conducted evaluations in many areas including intimate partner violence, mental health, substance abuse, tobacco prevention, oral health, child care, education, after-school programs and dropout prevention. Prior to CES, Dr. Price was a Senior Data Analyst at ORC Macro on a multi-site national child mental health evaluation. She earned her Doctorate in Community Psychology from Georgia State University and an M.A. in Clinical Psychology from the University of West Florida. Sally Hildebrant

Sally Hildebrant is the Project Manager at CES and has been with us since 2007. Sally manages all product deliverables. Prior to CES, Sally worked for The Coca-Cola Company in customer service, contract management and project management. Sally also has extensive volunteer experience in community planning and zoning, project management and as a parent advisor working with the Fulton County School's Superintendent's Office. Rochelle Heard


Rochelle Heard is the Research Associate at CES. She earned her B.S. in Public Health and her M.P.H from Mercer University. While working on her M.P.H., Rochelle worked as a graduate assistant in her university’s athletic department. Having served on her university’s student-service leadership board, she has volunteered with numerous organizations throughout the Central Georgia area including the North Central Health District (5-2). She even led a backpack buddies initiative in collaboration with a local school which provided food to homeless children who would not have had access to it over the weekend.
